Binibini No. 21 Hannah Consencino Arnold is representing Masbate at the competition and her national costume is designed by Louis Pangilinan and is inspired by Bulaklakan Festival.
The national costume showcases Louis’s craftsmanship and exquisite work of art. The costume was executed in ball gown style, hand-embroidered and embellished with hand-painted art in the lower part depicting the flamboyant New Year’s Day of the locals. Recycled materials were used for the 3D flower in the waist area made by Hannah herself. Accessorized with black dress and fan filled with massive and vibrant array of flowers and “Singkaban” which is a decorated bamboo arch as a representation of welcome signage of a town or city in the country. The artisanal spirit of the costume stands for progress, dignity, and celebration.
